    Planning application for Inverness Campus at Beechwood to be submittedPress Release 5/3/09

    Highlands and Islands Enterprise (HIE) will submit a formal planning application for an academic campus at Beechwood in Inverness within the next few weeks. Public exhibitions detailing the proposals will take place next week at Inshes Church on March 11 and 12.

    Inverness Campus is a multi-stakeholder project facilitated by HIE, which aims to create a modern tertiary education and research centre. It is currently estimated that the project could ultimately generate in excess of £50 million per annum for the Highlands and Islands economy.

    It is anticipated that the campus will play a major role in the future of UHI Millennium Institute (UHI), the prospective University of the Highlands and Islands, and will allow a number of key education and research bodies to come together and create a modern  academic environment in the city.

    “The Highlands and Islands region has long suffered from an outward migration of talented young people from the region as they leave to study at universities in other parts of Scotland and further afield. UHI believes that an attractive, modern, education and research campus at Beechwood will help Inverness and the wider area to attract and retain the talent we need as the region’s economy develops,” said UHI Principal, Professor Bob Cormack.

    Inverness Campus is the preferred location for new premises for Inverness College, as well as new consultancy and veterinary services for the Scottish Agricultural College (SAC) and a further extension to the Centre for Health Science (CfHS) which is based at Raigmore. The Campus will also allow UHI to expand its facilities and will provide the local community with modern sports amenities, including a swimming pool, gym and outdoor pitches.

    It is anticipated that Inverness Campus will be developed in phases over a 20 year period, with the first users opening for business in around four years’ time.

    “Submission of the outline planning application is a key milestone in the creation of a modern academic campus in Inverness serving the Highlands as a whole,” says HIE Director of Operations Douglas Yule. “It is a clear statement of HIE’s commitment to the continued development of the region’s economy in the next 20 years, and recognises the crucial contribution that further and higher education can make. This sustainable and attractive environment will create research facilities and new start up companies, which are key components in creating prosperity, boosting productivity, and attracting high quality career opportunities. Our vision is to encourage the creation of a collaborative community of students at further and higher education levels and provide exciting opportunities for postgraduate study and research.

    “In addition to academic institutions, Inverness Campus will also be a place for the community, providing sports and recreation facilities for local residents and modern accommodation for business incubation and innovative new employers.”

    Planning PolicyPoileasaidh Dealbhachaidh

    The vision that has been developed by HIE and the stakeholders for Inverness Campus is closely aligned with the aspirations and guidance set out in the Highland Council A96 Growth Corridor Development Framework 2007.

    The application site is situated within the A96 Corridor. It is envisaged that the Corridor will accommodate population growth of 30,000 over the next 30 to 50 years. The Corridor is therefore identified as a strategic growth area in the National Planning Framework, the Highland Structure Plan and the Inverness Local Plan.

    Within this policy context, The Highland Council prepared the A96 Growth Corridor Development Framework setting out a masterplan for the area. This Framework was formally adopted by the Council in September 2007 and as such provides the most pertinent and up to date planning policy for the area.

    The Framework envisages a population growth of 7,250 in the East Inverness area, accommodated in nearly 3,500 new homes, with associated new business, employment and retail opportunities. Inverness Campus is identified as critical element of this part of the Framework and key to the successful development of the area. The Framework document explains that the Campus will help deliver sustainable growth for the Corridor and the wider region.

The exhibition is open to everyone and there will be members of the project team on hand to discuss the information on display.

    About Inverness CampusMu Àrainn Inbhir Nis

    Inverness Campus is proposed to be developed on 215 acres of land known as Beechwood Farm, situated on the eastern side of Inverness. The core site of 120 acres sits in a wedge created by the convergence of the A9 to the west, the railway to the east, and to the south, the proposed new Inverness Trunk Link Road (TLR).

     

    HIE has taken a leading role in the project bringing together partners to develop the site as an academic and economic stimulus for the Highland region. In September 2009 the Board of HIE agreed to invest up to £25 million to start Phase 1 at the Beechwood site.  This money will be used for site servicing works over the next five years, creating access, transport links and essential services, within an attractive parkland landscape.

    The Campus will be a focal point for further and higher education in the city, as well as an innovation science park for private sector R&D, and business incubation, which will stimulate new employment in the area.

     A sports facility will be open to the public and will be an important asset not just for the success of the academic campus, but also for the local community and the wider area. The aspiration is that it could become a regional hub for sports and a core training centre of excellence for athletes and other sports specialists based in, or coming to the region.

    Planning application for Inverness Campus at Beechwood to be submitted

    Highlands and Islands Enterprise (HIE) will submit a formal planning application for an academic campus at Beechwood in Inverness within the next few weeks. Public exhibitions detailing the proposals will take place next week at Inshes Church on March 11 and 12.
